Essential Export Documents
To legally export commercial goods from India, the exporter must prepare several mandatory documents:
- Proforma Invoice & Commercial Invoice: Detailing the buyer, seller, product description, value, and agreed Incoterm.
- Packing List: A highly detailed list of what is inside the container, including net and gross weights, dimensions, and carton quantities.
- Certificate of Origin (CoO): Required by many importing countries to determine tariff rates.
- Bill of Lading (B/L): The official receipt issued by the shipping line once the cargo is loaded onto the vessel.
The Step-by-Step Customs Process
1. The Shipping Bill Generation
The customs clearance process officially begins when the Customs House Agent (CHA) files a "Shipping Bill" electronically via the Indian Customs EDI Gateway (ICEGATE). This document declares the intent to export specific goods.
2. Goods Arrival at Port & Verification
The consolidated cargo arrives at the designated port (e.g., Vizhinjam or Kochi) along with a Vehicle Ticket. Customs officials verify the physical quantity and description of the goods against the filed Shipping Bill.
3. Let Export Order (LEO)
If the customs officer is satisfied with the documentation and physical verification (which may involve a physical examination or scanning of the container), they issue the "Let Export Order." This is the official permission allowing the shipping line to load the container onto the vessel.
4. Issuance of the Bill of Lading
Once the goods are safely loaded and the ship departs, the shipping line issues the Bill of Lading to the exporter, who then transfers it to the buyer for import clearance at the destination.
